Robert Reilly, the author of The Closing of the Muslim Mind, writes that the "Arab Spring" uprisings cannot bring democratic change to the Muslim world unless there is a fundamental change in the understanding of Islam, allowing for some distinction between religious and political authority. Such a development would represent a dramatic shift in "what seems to be the bedrock of Islam," he concedes. However, Reilly notes that a small group of influential Islamic scholars has undertaken the ambitious effort to promote that change.
